Stage 1
State / Local Verification : Depending on the type of document, a state or local verification will take place before the Ministry of External Affairs (MEA) will attest the documents.

Educational Documents: The respective university or state Human Resource Department (SHD) will verify your documents.
Personal Documents: Home Department (SHD) or the sub-divisional magistrate (SDM) will verify them depending on the document and the type. Commercial Documents: Verification by Chamber of Commerce.

Stage 2
MEA Attestation
